opening shortcuts windows, it is written (global shortcuts):

• Panels: -- shift + ctrl + 4 toggle left panel

when i press shift + ctrl + 4, nothing happens however, if i press ctrl + 4, left panel will toggle same goes for toggle right, and toggle bottom panel

in other words, shift + ctrl does not work, but ctrl does work
