~eduvpn/server#138: 
daemon-sync fails when wg_peers contains entries and wireguard is disabled afterwards

if a server has some active WireGuard clients, i.e. there are entries in wg_peers, but WireGuard is disabled there is an error shown when running daemon-sync.
