Some extension to CHATHISTORY, like CHATHISTORY DELETE target ? I think this could be standardized, maybe Ergo would want it too

A notable difference: for Ergo, the chathistory is shared between all users. For soju, it's per-user. Maybe we could still come up with a common ext somehow? The semantics are a bit different still.

I think we should start with a BouncerServ command, at any rate.
