#242 max-user-networks 0 effects admin user as well a month ago

Installed latest commit - https://codeberg.org/emersion/soju/commit/40409276bf91ee52acf1eccd774a01febdf8ae72 max-user-networks 0 with latest commit doesn't work. Admin is unable to create network for user:

error: "maximum number of enabled networks reached"

Also user after network has been created and then soju restarted with max-user-networks 0 still can update existing network.
