Sound device priority and disable options

VGMPlay currently hardcodes the order in which it tries to allocate sound chips. It attempts to do this smartly, and this generally works well, however it may be handy to be able to tell it to skip or prioritise a certain chip.

For example, to favour Darky over the internal PSG because the latter does not have a separate sound output. Or to work around misdetected chips (although I’d rather those be reported as issues).

This issue could benefit from some actual user feedback and examples why this is needed.
