str: add a way to intern strings

In certain scenarios the same string is used many times over. In those cases, it makes sense to use struct str and rely on its refcounting. The problem then becomes how to find the existing struct str.

We could add a new "string pool" API to create the pool, insert a string (struct str), look up a string (const char *), and destroy the pool. An efficient structure like a radix tree can index all the interned strings.
