When creating a new ticket tracker instance, no labels exist. A new ticket will still show theLabelsfield with a value ofNo labels applied, but no UI for actually setting up labels or so. I can think of two ways to improve the UX here: (1) If the user can not change the settings of the ticket tracker, either hide theLabelsfield completely or adjust it toNo labels available/setup. (2) If the user can change the settings, also include a New link after the label field. That seems useful in general without cluttering up the page too much.
Currently, only the tag list is paginated, but the list of branches is even more likely to be long for many hg repos.
