The process for ascertaining the user's time zone shall be:

1. If unset, default to the server's time zone
2. If unset, include a little bit of JavaScript which determines it client-side and POST's to update the settings, then reloads the page(?)
3. Add a settings dropdown to let the user manually set their time zone

Then we should update everything to utilize this time zone when preparing times for display.
