Google maps technically also could be used as they have streetview URLs based on lat/lon but would prefer not to ship anything to google.

Two open options are: https://kartaview.org/map/ or https://www.mapillary.com/app/

Would either offer possibility of just grabbing a JPG to feed to sxiv etc. based on URL that parameterizes lat/lon?
