Based on the OSM server selected there are different usage policies surrounding number of concurrent connections / bulk downloading policies etc. In the defaults for mepo, currently up to 20 concurrent connections (e.g. via mepolang pref tile_cache_max_n_transfers) may be established to the default set official OSM tileserver and using the offline downloading functionality bundled by default, any bulk throttling (atleast application side) is unimplemented.

OSM's tile usage policy needs to be reviewed and bundled scripts updated to adhere, potentially giving users warning messages or limiting how the offline downloading functionality may be used.
