in preparation for #14, an endpoint to list local files has to be added. Otherwise, it would not be possible to select a local file and have it's path recognised by the client.

#Description

If a user wants to play a URL, playback should begin after all clients have finished buffering the video. When a client has stopped playing because of the video not being able to catch up, it should be left to its own unless a setting is enabled.
