More (integration?) testing

Currently, static.py is untested because it deals mostly in things like file reads and writes. A good example of how simply unit testing the more functional bits "inside" falls down in practice is here - the unit tests passed a silly commit that tried applying an encoding to a binary file-mode.

Simply running the program triggered the bug, why isn't there a test to do as much?
