There are various places in the code which refer to v3.0 of the FITS standard. This has been replaced by v4.0. Should we switch to that? This will depend on a decision made as part of the VOUnits standardisation process.

The changes are likely to be very slight, but it would probably useful to have a review of the standard text which describes the syntax of unit strings.
