Community moderators should be able to enable function that sorts posts within the community by community member votes only excluding non-member votes.

Votes from non-members may still be used when sorting posts from multiple communities.

The purpose is to reduce impact of brigading, while still allowing popular post to rise to the tops of aggregated listings. It can be frustrating to community members when outsiders skew voting on posts in their community. Yet a community may also want visibility to outsiders and growth opportunity.

Should reports be anonymous to community moderators?

Reports can be abused. Maybe anonymous reports will be abused.

Add ability for moderator to ban and unban users from communities.

Add ability for Moderators to remove, and restore comments, under a post.
