If a query only has a single or very few results, then the "shuffle" button could appear to be broken. To mitigate this, add some another context block to the query response saying "Randomly selected from X possible images". It could go into even more detail given certain scenarios:

1. If a query returns more than 10 results, say "Randomly selected from the top 10 of X image results"
2. If a query returns 10 or less results, say "Randomly selected from X available results"
3. If a query returns 1 result, say "This was the only result we could find for {query}"

0 results is already handled.
