All reliance on a central file server should be removed as unfortunately business logic continues to be cloud-based. The cache/server config options should remain available, but allow them to be empty for full reliance on a local directory.

Without a central server to download updated files when need be, new installations (no ade directory) should set-up all files previously pulled from said server.
