you know what I think this wouldn't be quite the right behavior; I think !xreact should still default to using the first emoji in the list (so you don't have to include a number every time if the default is what you want). Something like
!xreact emojiname ?to get a list of all with that name?

There should be a way for users to include an explanation/description with a !modreport.
Probably !use guild/preface command with guild name?

Currently, banners are all global; all will be listed when the !banners command is used. Add options to make a banner unlisted/otherwise make privacy possible.
