~seirdy/MOAC#27: CI: test on ARM64

builds.sr.ht supports ARM64 for Debian Sid; maybe move the Alpine linter checks to Fedora and replace the Alpine checks with an ARM64 VM that runs make test-san with LOOPS=1 (since ARM64 is emulated and therefore quite slow).
