Default Locale on Ubuntu is POSIX

I'm not sure why but it looks like for builds with image: ubuntu/bionic the default locale is set to POSIX + locale LANG= LANGUAGE= LC_CTYPE="POSIX" LC_NUMERIC="POSIX" LC_TIME="POSIX" LC_COLLATE="POSIX" LC_MONETARY="POSIX" LC_MESSAGES="POSIX" LC_PAPER="POSIX" LC_NAME="POSIX" LC_ADDRESS="POSIX" LC_TELEPHONE="POSIX" LC_MEASUREMENT="POSIX" LC_IDENTIFICATION="POSIX" LC_ALL=

Maybe it is me, but LANG=C.UTF-8 seems like a more reasonable default.

I also have issues with locale in regards to Elixir:

warning: the VM is running with native name encoding of latin1 which may cause Elixir to malfunction as it expects utf8. Please ensure your locale is set to UTF-8

I figured out you can use this in your build manifest file to fix this issue:

environment:
    LANG: C.UTF-8
