can cause tickets to be closed early if someone with triage permissions is working on a fix in their downstream tree. one example of this happening is https://todo.sr.ht/~sircmpwn/hare/565#event-263158

also causes duplicate references when pushing an upstream fix to a downstream tree, eg. https://todo.sr.ht/~sircmpwn/hare/846#event-262687
