This should set up a webhook with git.sr.ht that can link issues to commits and vice versa on push

Should this be default when todo.sr.ht is enabled and active. Or a setting?

If it should be a setting, should it be a setting on meta, git, or todo?

If it's a setting on meta, should there be an API call for other modules to read/write interop config options to meta?

This should be implemented as a setting on todo.sr.ht trackers wherein you can point them at a git repo and have todo.sr.ht wire up a git.sr.ht push webhook. When you push to git.sr.ht, todo.sr.ht will get notified and interpret the commit message.
