Fix bug in parsing mailto

When I try to use

himalaya message mailto

command to write a message using this link:

mailto:~soywod/pimalaya@lists.sr.ht?cc=Cl%C3%A9ment%20DOUIN%20%3Cclement.douin%40posteo.net%3E&in-reply-to=%3C17bf70f7c3cb3753.f9706245cd3a3f97.3b41d60ef9e2fbfb%40soywod%3E&subject=Re%3A%20%5BPATCH%20v2%5D%20recieve%20sync%20path%20of%20new%20function%20from%20argument

It incorrectly parses it into this email structure:

To: ~soywod/pimalaya@lists.sr.ht
Cc: > <Clément DOUIN <clement.douin@posteo.net>
Subject: Re: [PATCH v2] recieve sync path of new function from argument

Which lacks the in-reply-to custom header as well as the disfigurement of the Cc header's value. The link seems fine, and I have confirmed its health using thunderbird.

The missing In-Reply-To header is fixed by 220008, but the broken Cc looks like an issue with either mail-builder or mml-lib, I will investigate.
