There some possible constructs to use in the top level 1

- Document
  - Definitionlist

- Definition
  - ExecutableDefinition
  - TypeSystemDefinitionOrExtension

- ExecutableDocument
  - ExecutableDefinitionlist

- ExecutableDefinition
  - OperationDefinition
  - FragmentDefinition

Make sure that all are covered. We have earlier relied on the 2018 spec, now go to the working draft.
