Current images/guix/genimg is capable of building aarch64 guix image from aarch64 foreign distribution. But the builder takes hours to build. Need to change the way it's built on low resources machines.

• (channel-with-substitutes-available ...) will help
• cross-building guix system images doesn't seem to work currently (for aarch64); we can use that instead if supported in future
