Relay should generate its own TLS certs when not binding to a domain

Right now users need openssl installed in order to launch a relay, as the relay requires TLS certificates in order to launch. These TLS certificates only really matter if you're trying to run a relay on a domain name, not locally. If those flags aren't supplied, we should really just generate certs ourselves (go can do this). An example of generating these keys from within go can be found here
